战国时期，秦国国君秦孝公准备任用商鞅进行变法，提高农民与将士的地位，遭到大夫甘龙与杜挚的反对，商鞅据理力争，认为甘龙的话是世俗之言，他们只能安于故俗，溺于所闻，居官守法。推行新法就可以富国强兵，称霸于诸侯。
