杨栋朝，字梦苍，白族，剑川县城旧寨巷人，明万历癸丑(1613)进士，入仕至礼部给事中，天启年间(约1621-1627)，魏忠贤与明熹宗乳母客氏“奉圣夫人”相互勾结，擅权植党，熹宗昏庸无能，以致魏忠贤专横之至。明思宗朱由检即位后，魏党事发，魏忠贤贬至凤阳，中途畏罪自杀。毅宗重新启用杨栋朝，升迁光禄寺卿，补吏科给事，掌太计，巡视九库，管理天下黄册。任职经年，忠于职事，廉洁白重，直至病逝。
